My grades

I need advice . I failed a module at 35% got my feedback and had to redo my work within 7 days which was done I had only 7 references then It was a poster we were doing. All I had to do was add more information to what I had written, It was not a new submission. I have received my new grades again at 35 % is this really fair to grade me at 35 again ,He is now asking me to do it again as a referral
