The key professional body that you need to pay attention to is the ICE (Engineering Council does play into this though).

In terms of apprenticeships, BTEC is accepted:

Getting the apprenticeship is another story though, and I don't know how things pan out in practice.

You can definitely become an ICE member with just the BTEC, so you should be fine in terms of getting into the field: https://www.ice.org.uk/membership/how-to-become-a-member

When picking a degree, I would check to see if the degree is accredited by ICE before proceeding with it. See: https://www.ice.org.uk/careers-learning/develop-your-career/advice-for-graduate-engineers/accredited-course-search#search-your-course

So short answer yes you can get into civil engineering with your BTEC, but I would recommend doing A Level Maths on top just in case you need it (either at your current college or during a gap year).
