If I apply for a 4 year course that includes a foundation year, can I leave after the foundation year or do I have to stay for the whole 4 year's? (I'm applying for fashion courses btw)

You have to stay for the whole duration of the programme

A foundation year isn’t a freestanding qualification and may not be recognised and accepted by other universities.
If you want to study fashion then you would be better off studying a Foundation Diploma in Art and Design (FAD). There’s an FAQ about FAD courses at the top of art and design
