does it count as living away from home if it's still in the same city?

hello,
I'm currently living with my parents but next academic year i will be moving into a flat with my friend, paying rent, buying my own food etc. Does it count as living away from home if I'm no longer living with my parents but still in the same city? my mum said she thought my maintenance loan would get capped if it's within a certain radius of home.
