Is there anything preventing me from compiling a full first draft before I apply?

Is there anything preventing me from compiling a full first draft before I apply anywhere for a PhD?

Or perhaps of just my literature review?

I'd prefer to progress without time constraints, but I understand ethical approval for research/surveys may be difficult to come by otherwise.

I work at a university, and I'm engaging in some peer-reviewed research at present - this is how I found a gap in the literature. I just need to explore my remit further.

Today, it's just an idea.
Next week it will be a paragraph.

Whether I take the PhD route or the publication route, I remain unsure.

I think there's nothing stopping you from doing this - you can even just think of it as your research journal or ideas compilation!
