I have 2 nationality jordanian and german
I studied civil engineering bachelor degree in jordan and I wanna take master degree of construction management in u.k
I will apply for universities as german citizen so .. will I pay such as u.k student or as international student

You'll have to check with the uni and get it in writing. I think it could be a grey area for some places.

As above, your Home/EU/International student fee status is determined by residency and not nationality.

You only get EU student status if you've been living in the EU for a full three years before the start of your course. You only get UK/Home student status if you've been living in the UK for a full three years before the start of your course.

You'll be an International student.
