I was out in the town centre around 10:15pm and 60% of bars and pubs were still open with customers, with full pints, ...and they didn't look like they were in a hurry to leave at all.

I'm not one to grass, but seeing this pissed me off...

should I of called the non emergency hotline and reported them?

One bar i saw closed at 10:15pm but there were still a few regulars that i recognise sitting inside. it looks like they were having some sort of lock-in.
