I'm currently doing pretty badly at AS levels, mainly due to physics. If I don't achieve my targets by the end of the year I will have to retake my AS-level year. Anyway, my question is, are universities that bothered by you retaking AS year?

Depends what universities, and your predicted y13 grades may be negatively effected
Not looking at anything major, places like Chichester, Stirling etc.
I think you will be fine, so long as you achieve the grades required, I think A*/A universities would be more worried about resits, so just impress them on your PS and ensure you bolster the rest of your application and smash the resits to get a place
