What would you class as a small penis, both flaccid and erect.
Personally I think I have a very small penis, less than 1 inch flaccid and around 3-4 inches when erect, however for the length I am very thick.

less than 2 flacid and less than 4 erect

Medically speaking, a penis that has a fully erect length less than 2.76 inches is considered a micro penis.
I'm 3.48 inches when flaccid, base to tip. And when I'm fully erect, I'm 5.97 inches, base to tip.
Girth is more important than length, but only when the length is around 5 inches or more fully erect. Less than 5 inches fully erect and you're unfortunately too small.
i dont think your penis is small, when your penis erect its 4 inches which is 10 cm this is normal and correct.

It really isn't "normal" or "correct". Smaller than average by around an inch or more, is what it is. For the UK, anyway. If you're Indian or something then probably average.
