Can't take science A-levels.

I can't take my science A-levels because I don't have a double-award science. I was advised to do a IGCSE science course and get some job experience during this year, because I want to study medicine at the University of Birmingham or any other red brick University after A-levels and it's quite competitive. I'm 18 years old. I was wondering whether I could choose 4 other A-levels not related to medicine whilst taking my IGCSE science during the same year then retake my A-levels at the age of 19. I was wondering whether I would have to pay the full tuition fee, since I'm 19 before the 31st of August.
What would be the best course of action in order to study medicine at any red brick University.

PS: I'm from the Netherlands and I've only lived here for a year.
