Hello Guys just an EU law essay question help

Would appreciate any hints or any help on how to start this essay.
Question:
(Imaginary) Directive 2013/124 requires Member States to provide that children of citizens of the European Union, who work in a Member State other than that of which they are nationals, receive free language lessons in the language of the host Member State. The tuition is to be provided within the state educational system. The UK does nothing to implement the Directive because it believes that the national curriculum, as laid down by statute within the UK, is more than sufficient to encompass the requirements of the Directive.

Gunilla is a single parent from Sweden who moves to the UK in order to take up a position as Publicity Officer for a north London premier league football club. Her daughter, Malin, who is eleven, is enrolled at the Haringay Hotspur Community School, which has recently opted out of the control of the local education authority to become grant maintained. Gunilla feels that Malin's English is not sufficiently developed and fears that this will have a detrimental effect upon Malin's education. She approaches the school, which agrees to provide extra English lessons for Malin at £25 per hour. In September 2014, in Article 258 TFEU (ex Art 226 (169) EC) proceedings, the Court of Justice ruled that the UK were in violation of the Treaties in failing to implement the (imaginary) Directive. Having learnt of the existence of (imaginary) Directive 2012/124, Gunilla seeks your assistance as to how EU law might assist her.
