Famously, Jeremy Clarkson once said no one could do anything with just your bank details, and could only pay into your account - to demonstrate this, he published his bank details in The Sun.

Some clever bugger set up a £500 direct debit to Diabetes UK.

It's self explanatory, really.

Take out credit cards etc. with the details you're talking about. If it was just the numbers, probably not too much, but with name and address as well, they've got enough to be able to use it.
