CTC/SCS check

Hi. I'm planning to apply for some civil service jobs later this year, as most departments require either a CTC/SCS check (whereby some departments say that you need to have been living in the UK for the past 2/3 years)...I was wondering whether I'd be applicable?...- FYI I am a UK citizen and I am currently working abroad - have been living abroad for the past 2 years.
