Open College of Art has an open online foundation course. This will be accepted by some universities although depending on your age and other qualifications it might not be enough on its own.

I’d be 19 by the time I apply for university and will have only this foundation course and 3 GCSEs

You’d be better going to a physical college and getting a full range of level 3 qualifications then. 19 isn’t old enough for universities to disregard their normal entry requirements.
