I am deciding an epq question and I want to apply for law at UCL. Are there any questions which are intersting to do with law or would be impressive

But - remember, this is an A level EPQ, not a Doctorate. Keep the idea simple, straightforward, and 'do-able'.
Logical, well-written, with a clear argument, and reflecting on some independent study, is what you are aiming at.
