Am I blocked on snapchat?

There is this person who I think blocked me because when I put his username in the search bar, it will come up, but won't let me add. But, why do my snaps and texts still deliver? There's a blue not grey arrow. And, the chat bar still comes up in the section where all my chats are, and it says "tap to chat"?
