17 quids for replacing my photo when applying for driving license after passing?

After I passed the test, since I changed my address, the Examiner told me to fill out the application form and send it to DVLA together w/ the pass certificate. I read through the instructions on the form and it seems that if I need to use a different photo from the provision license, I need to pay 17 quids. Have your guys experienced the same? And if I send the money, is there other means than sending a cheque? Cheers

Update: I went to the post office, took photos there, and bought a 17 quids cheque at the counter. The clerk was familiar w/ this whole thing and he pointed out that I should fill the application form w/black ball/ink pen. Since I also need to send my BRP card along w/ the application, I pay 14 pounds in total for the two-way postage.
