You apply via https://www.cao.ie/ like all Irish and EU applicants. There are a number of submission dates but usually the application, listing your preferred courses in order of preference, needs to be submitted by the end of January of your year 13.
You don’t get an offer ahead of your a-level results. Depending on demand for your preferred courses, the required points may vary from year to year. Points can be calculated based on https://www.cao.ie/index.php?page=scoring&s=gce
