Christ’s commission to Peter was to become chief minister to the CIRCUMCISED, not to uncircumcised Gentiles.
Galatians 2:7 -
"But contrariwise, when they saw that the gospel of the uncircumcision was committed unto me, as [the gospel] of the circumcision [was] unto Peter;"
So it was Paul not peter who was to be the chief apostle to the Gentiles
Galatians 2:9 -
"And when James, Cephas, and John, who seemed to be pillars, perceived the grace that was given unto me, they gave to me and Barnabas the right hands of fellowship; that we [should go] unto the heathen, and they unto the circumcision."
Paul also mentioned his special office as the Gentile Apostle
2 Timothy 1:11 -
"Where unto I am appointed a preacher, and an apostle, and a teacher of the Gentiles."
PETER is NOWHERE called the Apostle to the Gentiles! This precludes him from going to Rome to become the head of a Gentile community.

Paul specifically told the Gentile Romans that HE had been chosen to be their Apostle, not Peter.
Romans 15:16 -
"That I should be the minister of Jesus Christ to the Gentiles, ministering the gospel of God, that the offering up of the Gentiles might be acceptable, being sanctified by the Holy Ghost."

Paul was told directly by Christ to minister to the Gentiles.
