Agreed with all those. Thing is I've known some who do that, but aren't single or are just being friendly I guess, because if you start to flirt more, there's less of a response back.

There's no one way; it is literally all experience. As you get more girls, you get better with girls, you get better at telling when girls are into you, and you therefore get more girls. Once you get into that circle you're fine. It does, however, mean that inexperienced guys can be utterly clueless for years.
