We have no lecturer for a module and we are over a week into the Semester.

The lecturer we were supposed to have for a module this semester at Uni has gone off on maternity leave. The university knew about this since October 2016 and have yet to find a replacement for the module.
The semester has started and we have received no information on the module, assessments, or replacement. Do we have a case to complain to the university?
We are now 1 week behind and not sure of what the syllabus is or how we are going to be assessed and when it is due.

I would say this is a strong case of complaining here, sounds very unorganised.

You need to take this to your Student Union. They have channels of communication to university management and should be able to get this sorted. They should also negotiate some kind of considerations like extensions to coursework or more limited exam question scope.

You won't get far trying to represent yourselves to your department, but raising the visibility outside the department should put a rocket up them.

Yes you do have a case to complain, the module clearly shouldn't be running.
