You can't. The most convenient way of getting rid of hairs is straight down to the follicles. It's not the most comfortable route, but it could fix your issue. Your plan, biologically, is to damage the hair follicles of the region where you don't want hair. I suggest waxing. Caution, if you keep removing hair down to the follicle, eventually there would be no hair in the region. Just giving a heads up on the consequences.

Shaving does normally cause hairs to grow back faster than other methods of hair removal. Try using Veet or Nair instead, the hairs grow back much slower this way.

Shaving only removes the hair at skin level, so you need to remove the hair at follicle level to stop it growing back quickly. You can do this by waxing, sugaring, or epilating, but all of these options are more painful than shaving.

Try waxing rather than shaving.
As others have said, waxing is a lot better than shaving at preventing hairs from growing back as fast but if you really don't want to wax then make sure you exfoliate beforehand. It gets rid of dead skin cells so the skin feels softer and smoother and I find the hairs don't feel quite as coarse.
