Could you please explain to me who is eligible for a career development loan and does it has to be repayed?

If you are not eligible to receive funding from the Student Loans Company you could perhaps apply for a Professionaland Career Development loan.

Information regarding which banks offer the loan and how much you can borrow can be found on the www.gov.uk website.
