Tire Cleaner?
Im using Adams Tire and Rubber Cleaner along Tuff Shine brush to clean my tires. I spray it using a duck foam sprayer which helps to create more foam and spread the product. This product leave the tire with a factory look. Honestly the tire looks clean.

I'm a bit of a nut when it comes to cleaning and detailing my car, but I can't say I've ever needed to use a dedicated tyre cleaner - I just give them a good going over when cleaning the alloys with some alloy cleaner.
