Please help: are Pan-American conferences isolationist?

I’m trying to write my history essay and I know that James Blaine organised, or at least attempted to organised the first Pan-American conference which was held in October of 1889, but I don’t understand whether that makes America interventionist or isolationist? There’s nothing on it in the textbook because our teacher taught it to us briefly, but I believe it was founded to negotiation trade between South and North America, so is that isolationism? I don’t knowww
