As UCAS say themselves, here, "If possible, they should be someone who knows you academically and can talk about your work ethic, interaction with other students and your suitability for higher education or a future career."

The best/worst reference I ever saw from a counsellor simply said “good student”.

As above, it needs to be someone familiar with your academic capabilities.
