stolen whatsapp account?

my sim cards been dead for nearly a year meaning i couldn’t make regular phone calls or send sms. however my whatsapp account continued to work. suddenly, today i was locked out of my account and i can’t get it back since i am not able to receive sms. i have seen that someone else took over my number and account (probably because the provider recycles numbers), does this mean that the person who took over my number can see my past chats/photos/contacts?
