trying to hand in a form for liverpool uni but its not working

im applying for undergrad medicine at liverpool (A100) and im trying to submit form A cause i have extenuating circumstances (even though i've already put them on my ucas), but it wont let me and keeps saying im not authorised to do that. can anyone help
