Does this count as sexual harassment?
2 girls, both 17 years old, one gets really drunk at a party and touches the other inappropriately without consent. Does this count as sexual harassment in the UK and are there any legal punishments?
That could count as sexual assault, and there could be legal consequences if it were to be reported to the police
Not-so-much sexual harassment, but almost certainly sexual assault. Here is the legal definition of sexual assault
A person (A) commits an sexual assault if—

The fact that it's two females is inconsequential. However, I think the critical point is "4" whether the offender knew or suspected the person didn't consent (and proving this). Alcohol may explain the actions, but it doesn't excuse them.
In order to qualify for harassment, I think "B" would need to have somehow made it clear that the advances were not welcome, and they persisted in spite of this.
