Ears can stretch permanently because they're skin. Skin can be permanently stretched. The vagina is a tunnel with muscular walls. When it stretches to, for example, release a baby, it will return back to its normal size shortly afterwards, unless there are problems during the birth.

Actually, I've stated many times that the vagina muscles are stretchy, they can stretch to accomodate any size penis and back afterwards, thus, no woman has a loose vagina from having too much sex. Which is a fact.
