When I went to my dentist they gave me a HC1 form.
This allows you to get free dentist treatment and prescriptions.

I think you can download it and send it off on your own.

No you can still apply for one as soon as you get to Uni.
If your income and savings are low enough you can apply for exemption. The form is either called an HC1 or HC2 (I can never remember which!)
