How do you ask a random girl out during the daytime?

Basically, there are missed opportunities for asking girls out during the day. However, people seem to think it isn't the social norm and creepy to do so. I tried asking a girl if I could buy her a drink at the student bar in the daytime and she gave me an awkward look, blanked me and went off.
I didn't take it well.

I've never heard that it's weird to ask someone out during the day
it's perfectly fine, just ask her out like you would ask her out during the night time I guess?

i guess you could always follow her until it gets dark

I think the fact that she's 'random' is the problem, not daytime.

Well you go up to them and say "Hi I'm *insert name*, I couldn't help noticing how attractive you are" wait for a response then go from there.

its more that she is not someone you know and isn't in a context where socialising/asking for numbers etc. is accepted....

Avoid getting within close friend distance, talk normally, look normal, try not to be sweating and avoid running up to her, if she says "No thank you" to you thinking you're offering something, just leave it out

Haha, it is a bit weird, but you initiate a casual conversation if it's day time. Like Hey, in your first year? And so on and so forth, if you're interesting enough, at the end of the convo make a move, not forward enough for her number or a date but something like any chance I'll see you around here again?...or something.

I often have this issue. Even though i'm hiding in a bush during the day females still tend spot me and I cannot pull.

'excuse me, sorry to bother you - I think you're really gorgeous, and I didn't want to miss the opportunity to talk to you.... Would you like to go on a date with me sometime, or if you didn't mind giving me your number, maybe I could call you sometime?'

This would work for me.

"hello random girl, would you like to go out today"?
