Why is it that only males are often seen as pervs?

Personally I think the term is used to loosely anyway as people sometimes misconceive natural desires for some sort of abnormaility but I don't get why so much of this is aimed at men? I'm thinking it's to do with the fact that guys are usually more laid back & are more likely to take certain comments/actions as a compliment rather than perceiving it to be creepy/disrespectful etc. Opinions?

This is actually interesting, I always wondered how come if a girl catches you in "the act" you're a perv for doing that, but if it's reversed you're still a perv for spying or sneaking or not knocking or whatever reason they give. It just blows my mind, I'm not even joking.
