how to you get an 18+ id card

wanted to know if you have to purchase an id card to buy tobacco etc
or you could use something else

£15 I think for a national citizen card? I think that's what it's called

Yes, i can't think of any free forms of ID, if your passport is still in date though it is valid but you may feel a bit stupid with a 5yo picture :P
Provisional licenses are £50, Renewing Passports cost £72.50 and CitizenCards are about £15.
