Card payment details in UCAS application

Hello everyone, I'm from Portugal and I am applying to study in the UK next year. Everything was fine with my UCAS application until I had to fill in my card details in order to proceed with the payment, but once I filled in everything, it said "my transaction had been declined by the bank and I'd have to use an alternative credit card or debit card details."

My bank account is from the Portuguese bank Caixa Geral de Depósitos and it is a Visa Electron card. I don't understand why it is not working and I would really appreciate your help.
