I think the HKU system only have 'First Choice' and 'Other Choices', but pretty surprised that they don't insist on requiring applicants to put their programme as first choice anymore

No but some program only consider candidate putting them on first choice

hkumed non-jupas interviews are dec 20 & 21 according to their IG page, so i guess invites should be released by dec 14

I asked admissions and they said if you haven't been notified, then you weren't selected for early interview...
