This might sound cliche but sometimes just saying hi is the first step, you'd be surprised how people are just as scared as you are to make friends but don't know where to start and saying hello to someone, or even complimenting them in some way can spark conversation and let you get to understand the person and see if you like them still after speaking to them. This might be scary to think about but small steps, maybe at first you practice in a shop where you have to talk to the cashier in order to buy your stuff and say hi, how was their day, ask someone you will never see again and it takes the pressure off for practice
