Do you need an agency to apply in europe?

I have seen people saying you can do it independently but how else would you get translations and revision material and stuff like that?
Translations for your docs? Via a certified translator.

Agencies don’t typically add much, and at worst get in the way of communicating with the applicant. If you’re completely clueless about that countries admission system they may have some value, but you’ve still got to navigate 3-4 years of uni by yourself.
