what counts as an extenuating circumstance?

i'm just curious. the only thing i know is that my family has been in debt for rent and can't even afford to pay it despite being in a council house and stuff idk if this counts, just want to check.

Has that effected your education?

it gave me a lot of daily stress and pressure on my family, my grades shot down from AS to A2 ever since these issues got worse, but not really. paired with my contextual eligibility i kind of want to argue that it has incase i nearly miss my offer
