Can you apply with the higher grade if you get lower in retakes?

I retook bio and chem this year. I got a B last year. If I get Lower this year can I still apply to unis if I need to go through clearing with the higher grade?

Pretty sure you’d still need to declare the lower grade too

As above you’d need to declare both grades and it’s up to the uni what they want to do.

What if I get lower than the grades for my unconditional offer will that affect it ?

An unconditional offer doesn’t have any grades attached to it.

If you use clearing you’ll be asked to declare all your achieved grades. If the uni thinks you’ve misled them, they will withdraw any clearing offer.
