Complete Condition mention in offer letter
I want to discuss the additional condition for the program starting in September . I've fulfilled all the conditions in the offer letter. The university is requesting transcripts for subjects A and B. But these are Year 2 modules, and I'm unsure why transcripts for them are needed now. I started to study from Year 1. Thanks.

You do not give sufficient context for anyone to understand your question. What course are you on now and what are you applying to ?

In which case, phone the University and ask for clarification.
