Guy making eye contact but won't talk

There is a guy who works in my local supermarket. I'm in there a lot and see him a lot, evertime he sees me he makes lots of eye contact, in the 2 years I have seen him he has never spoke to me. Like I'm not particularly Interested him but I suppose I do eye him back. I just wondered why he will keep looking but not say anything, he should either initiate contact or quit staring. Do any other men have an opinion or girls who have experienced something similar. Thanks m

Perhaps he's shy. Or given that he works there, he might be worried that it'd look "creepy" if he tried to strike-up a conversation with a customer. The customer (you in this case) would be in a better position to start a conversation, as you can ask whether they stock a particular product, or could he recommend a product for X, or something like that. It might be difficult to sustain such a conversation, but it would at least break the ice.
