Are university offers generally lower than the official entry requirements? Or is it not common for grades to be reduced outside the case of contextual admissions

Universities generally dont make offers outside their published offer grades.
They are governed by marketing legislation that means they must be up-front about entry requirements and offers.
Yes, they can make lower grade offers to those who fulfil specific criteria, and this will be specified on their website.
Yes, they may accept lower achieved grades but that isnt the same thing.
The typical offers you see on uni websites are the ones given to the majority of successful applicants.

I didn't realise that they were governed by marketing law - but it makes sense.
