Offer withdrawn by RSM due to uk visa changes

Hi, i have just received a letter saying my offer is withdrawn due to Uk visa changes, has anyone encountered this as well?

Does the letter explain the details of the changes to visa rules, and why those changes apply to you?

There has been no information given by the government regarding minimum visa salary requirements for graduates yet, when it was mentioned by the government that salary discounts would exist for graduates and students. So they have no information to base this withdrawl off of
