GCSE grades are limiting my options
I have a C in English Language and Maths at GCSE, but a lot of universities ask for B's. Has anyone got in a uni or got an offer with lower GCSE grades than required?

Yes it happens sometimes, but unis are often very strict on this. You would be well advised to resit.
