PG Loan Eligibility
Okay, so I have applied to study for a MSc in Sheffield, commencing September 2017.
I have studied my BA at the same university, graduating in July 2015.
My question is, am I eligible to apply for the Postgraduate Student Loan? I was living in England from 2012 - 2015 and since then I was working at my home country - Cyprus.

EU students are eligible for a PGL if they're studying in an English university - so yes. Your study in England wouldn't change that you're ordinarily resident in Cyprus - which is fine because you're studying in England for your masters so can get the PGL.
