It is not a requirement for one who takes Al-Shahadatayn (testimony of faith) to have it witnessed, but it is preferred as a form of da'wah (invitation) to others to embrace Islam. There is no verse in the Qur'an or a hadith that stipulates a requirement of witness or any other form of proof or evidence related to the testimony of faith.

if you cant find witnesses its okay if there is someone who understands the proclamation at least. so the testominy of faith such as an imam/alim or at least a sane muslim

No you don't need a witness. Deep down it's between you and Allah.

under dire circumstances its permissible to utter it yourself if you have witnesses its fine so that they are a witness to you taking your oath otherwise down the line issues would occur.

yh that is a good idea. I'm sure they will be very supportive.
on IslamQA it says that having witnesses is not necessary and simply saying the shahadah is enough to call yourself a Muslim and sincerely believing in the shahadah is more important

Yeah. Like what @Dullah159 said, it is of course good you have a human witness. But if you submit to Allah, you are a Muslim and Allah can see what is in your heart. If you were to die right now with the Shahadah but no human witness you will still count as a Muslim (May Allah grant you a long life)
