For ucas similarity detection then 2 sentences flagged as SIMILAR (not identical - reworded or restructured sentences would still be flagged) would be escalated to a person at ucas to compare the sources and the sentences concerned to decide whether it should be flagged to universities

Many people who start off by saying why they want to start the course and other stuff, so it would obviously be similar.
