You will need to ask the department you transferred from. Doubt they will be impressed. They cant take you if they want you and they have space.
Up to the Uni and the academic department involved. They would have genuine concerns that you don't really know what you want to be studying though. There is a huge amount of admin behind the scenes for these changes so I would imagine they would be reluctant.
