I failed my Cardiff Radiography course

I was asked to withdraw from my radiography course this year due to failing an assignment that was apart of a core module. I was told by the tutor that I would not be able to reapply to Cardiff university and would need to go elsewhere if I wanted to finish the degree. Is this correct ? And if so, could someone give me some information on why?
